This uncertainty has prompted them to demonstrate across the country to express their urgency to stay.

These demonstrators are among the record 2.8 million temporary residents currently in Canada. These temporary residents include international students, temporary foreign workers, and asylum seekers, among others. The protests in Ontario, the Maritime Provinces and British Columbia are a clear indication that many Canadian guest workers and foreign students are alarmed and disturbed by the increasing likelihood that they may be required to return to their home countries when their visas expire. They fear that they have invested a great deal of time and money in Canada, only to potentially have to leave because of a change in policy.

A prime example is the March 23, 2024 protest in Vancouver. Hundreds of people gathered at the Vancouver Art Gallery in downtown Vancouver to protest the latest guidelines for the British Columbia (BC) Provincial Nominee Program (PNP). Many of these protesters were international master's students who were frustrated and dissatisfied with the new PNP policy.

Wang Zongwang said he gave up his job as an investment manager in New York and moved to Vancouver in pursuit of better opportunities. He believes the PNP requirement was originally an important measure to help Vancouver become a tech hub. However, the current policy change has caught him and many other international students off guard. The provincial government says the newly revised guidelines, which will come into effect in January 2025, will lead to better outcomes by giving potential applicants a heads-up on the level of education and language skills needed to get nominated.
